Berne, le 26. janvier 2022 –De nombreuses entreprises suisses sont de nouveau désespérément à la recherche de main-d’œuvre qualifiée. Une modification ciblée de la loi fédérale sur les étrangers et l’intégration doit contribuer à ce que les étrangers diplômés de hautes écoles suisses puissent, à l’avenir, être engagés plus facilement dans les domaines qui connaissent une pénurie avérée de main-d’œuvre qualifiée. Cette décision a été rendue possible par une motion du Conseiller national PLR et vice-président de digitalswitzerland Marcel Dobler.
Des enquêtes récentes montrent que la pénurie de main-d’œuvre qualifiée s’accentue à nouveau en Suisse. Des disciplines bien connues telles que l’ingénierie, la médecine humaine, la pharmacie, la technique ou encore l’informatique sont particulièrement touchées [1]. La pénurie aiguë et croissante de main-d’œuvre qualifiée est une réalité avérée depuis des années dans le champ professionnel des TIC [2]. En plus des efforts importants déployés en matière de formation initiale et continue, une modification ciblée de la loi fédérale sur les étrangers et l’intégration (LEI) doit désormais contribuer à atténuer le problème.
À l’avenir, les diplômés de hautes écoles provenant de pays tiers et formés en Suisse dans les domaines qui souffrent d’une pénurie de spécialistes doivent pouvoir rester sur le territoire sans formalités excessives. Ces derniers ne seront plus soumis aux contingents: une mesure importante pour les cantons économiquement forts, dont les contingents sont en général rapidement épuisés [3]. Si cette demande émane de l’économie numérique suisse depuis des années, le Conseiller national PLR Marcel Dobler avait déjà réclamé des ajustements réglementaires par le biais d’une motion en 2017. Pour Marcel Dobler, une chose est sûre: «Si nous formons en Suisse des spécialistes à grands frais, ils doivent ensuite pouvoir travailler ici. Grâce à leurs études, ils sont bien intégrés et sont immédiatement disponibles comme professionnels recherchés par les entreprises.» Cette motion doit désormais être mise en œuvre par une modification de l’art. 30 de la LEI, soumise en consultation jusqu’au 10 février.
Stefan Metzer, Managing Director de digitalswitzerland, salue cette proposition et demande sa mise en œuvre rapide à l’échelon de l’ordonnance et dans la pratique. Lui-même a déjà dû renoncer à certaines embauches: «Il y a quelques années, nous voulions engager un diplômé hautement qualifié de l’université de Saint-Gall. Le processus n’a malheureusement pas pu aboutir pour des raisons administratives. Il travaille désormais en Allemagne et les chances qu’il retrouve un jour le chemin de la Suisse sont faibles.» Cette situation serait particulièrement préoccupante dans les professions innovantes qui souffrent d’un manque de main-d’œuvre qualifiée. La Suisse investit dans la formation sans que le marché du travail suisse puisse en tirer le meilleur parti. En outre, nombre de jeunes talents mènent déjà des projets innovants pendant leurs études dans des start-up. C’est exactement le type d’innovation dont la Suisse a besoin.

La formation continue ne se passe pas uniquement à l’école. Dans le cadre de la journée Suisse du digital, 12 entreprises ont déjà promis à leurs employés jusqu’à 4 heures de formation par semaine. Il s’agit d’une période de don au cours de laquelle de nouvelles compétences peuvent être acquises ou les compétences existantes affinées. Votre entreprise est-elle aussi dans le coup ? Les entreprises s’inscrivent dès maintenant.
On en a parlé à profusion. En 2020, on continuera à en parler : la numérisation, la digitalisation, la révolution 4.0 pour les PME suisses, qui constituent 95% du tissu économique du pays. digitalswitzerland s’allie à BusinessIn et Impact IA pour créer une série de petits-déjeuners pour PME, les Matinales des PME.
Une panoplie d’options de digitalisation s’ouvrent aux PME pour rester concurrentielles sur le plan européen et international. De la plus petite à la plus grande PME, toutes pourraient bénéficier de cette transformation, chacune à sa manière. En 2018 en Suisse, 37% des PME n’avaient entrepris aucune stratégie en vue d’une transformation digitale et seules 18% d’entre elles ont prévu de le faire dans les deux ans à venir, selon une étude digitalswitzerland 2018. L’offre en matière de digitalisation est pléthorique ; comment définir ce qu’est la digitalisation pour une PME et comment choisir ce qui est utile pour l’entreprise ?
Terminologie et mise en place
Lorsqu’on parle de la digitalisation d’un marché, d’un métier ou d’un processus, c’est souvent pour résumer les mutations qui s’opèrent sur un secteur d’activité donné. La digitalisation d’un métier peut signifier que les processus et les méthodes de travail sont soutenus par des technologies digitales ; le rôle du numérique occupe ensuite une place prépondérante dans l’exécution des missions rattachées à ce métier. La transformation digitale, quant à elle, s’applique davantage aux organisations systémiques telles que les PME et les grandes entreprises, où la transformation s’opère profondément. Le changement s’opère vers un nouveau paradigme, les croyances existantes sont remises en question, comme l’organisation et les pratiques jusqu’alors établies. Qu’il s’agisse d’un CRM, de la gestion électronique de documents (GED), d’un site de vente ou encore de la production informatisée, chaque PME peut identifier de nouvelles opportunités au travers du numérique.
Selon le Département fédéral de l’économie, de la formation et de la recherche en Suisse (DEFR), « La transformation digitale demande à la PME d’adapter son fonctionnement. Des ajustements peuvent être effectués au niveau des processus internes, de la relation avec le client, et parfois au niveau du modèle d’affaires. En matière de processus, l’entreprise peut par exemple introduire un suivi informatisé de la production. La relation client peut être modifiée par l’introduction de la commande en ligne, de la configuration et de la gestion de la maintenance en ligne.»
Adopter la digitalisation en adéquation avec son activité
D’après les experts en digitalisation, la PME devrait prendre en compte quatre dimensions essentielles en planifiant sa digitalisation :
Une stratégie cohérente avec l’activité de l’entreprise qui passe par un diagnostic
Une préparation des collaborateurs pour faire une adéquation entre mission et évaluation
Un choix d’outils adaptés au fonctionnement de la PME et le pilotage de ces outils
Des formations aux nouveaux outils pour les collaborateurs.
Selon le CEO de PostFinance, Hansruedi Köng, « il s’agit (…) de sélectionner judicieusement des moments spécifiques pour agir en ligne et hors ligne dans le but de soutenir et d’accompagner de façon optimale le client…. ». Il faut savoir que les PME suisses ont comme avantages leur agilité et leur esprit d’entrepreneuriat ; elle sauront indéniablement prendre le meilleur de ce que le marché offre en termes de technologie pour rester compétitives.

Avec la transformation du marché du travail dans une économie davantage orientée vers le digital, le fossé des compétences numériques doit être comblé pour assurer l’employabilité de chacun. Beaucoup de professions sont en mutation, voire menacées de disparition, et la cadence élevée du changement implique que certaines compétences deviennent rapidement dépassées.
L’avenir du travail est donc, plus que jamais, une question de compétences.
Favoriser les compétences futures
Selon une étude publiée par Lee Hecht Harrison (LHH), le développement continu des compétences sont des facteurs décisifs de succès sur le marché du travail suisse, tant pour les individus que les entreprises.
55 % des candidats pensent qu’une formation continue est essentielle à leur réussite professionnelle à long terme, tandis que 85 % recommandent un apprentissage continu aux seniors pour maintenir leur employabilité.
La promotion active d’une infrastructure d’éducation et de formation tout au long de la vie est donc essentielle. Employeurs et employés doivent assurer la formation continue et la réorientation pour les professions où il y a pénurie de talents, pour répondre à la demande et maintenir un niveau de compétences compétitif.
Tous les acteurs du marché, gouvernements, entreprises, décideurs politiques, doivent en outre continuer à se concentrer sur un dialogue social et à réfléchir ensemble à qui en supportera les coûts.
Le développement des compétences jusqu’à l’âge de la retraite et au-delà !
Avec le vieillissement de la population, tous les travailleurs prennent de l’importance. L’intégration des travailleurs plus âgés deviendra cruciale à l’avenir non seulement en raison du risque de pénurie, mais aussi parce que les seniors apportent un potentiel, une motivation et des compétences élevés.
Bien que d’autres études aient montré que la volonté des travailleurs plus âgés de suivre une formation continue diminue avec l’âge, l’étude de la LHH souligne qu’une expérience aussi radicale que le licenciement modifie considérablement cette perception. Il est d’autant plus important d’être proactif en matière de formation et de ne pas attendre un événement dramatique, comme une perte d’emploi, pour prendre conscience de la nécessité d’anticiper le besoin de gagner en compétences.
Le soutien en matière d’orientation professionnelle, le développement continu des compétences – en mettant l’accent sur les soft skills– sont ainsi nécessaires pour assurer l’employabilité des seniors. À partir du milieu de la quarantaine, les travailleurs devraient bénéficier d’un soutien actif à leur carrière, combiné à une formation continue, pour leur permettre d’apprendre jusqu’à l’âge de la retraite. Et même au-delà, pourquoi pas ?
L’adoption de formes alternatives de travail comme catalyseur
Le monde numérique et la nouvelle réalité économique, combinés à un nouveau désir de flexibilité, tant du point de vue des employeurs que des employés, laissent place à de nouvelles formes de travail.
67 % des candidats en transition de carrière avec LHH recommandent d’envisager un travail plus flexible comme alternative à l’emploi à plein temps et 28% de devenir indépendants pour maintenir leur employabilité quel que soit leur âge. Qu’il s’agisse du travail à temps partiel ou comme indépendant, il est nécessaire d’entériner ces nouvelles formes de travail et les traiter comme la norme pour s’offrir de nombreuses opportunités.

Si les entreprises ont un rôle important à jouer en assurant la mise en place d’un encadrement professionnel solide et continu pour leurs employés, il est toutefois crucial de souligner que chaque personne est acteur de sa vie professionnelle et responsable de façonner ses propres perspectives professionnelles par l’apprentissage continu.

Lo scopo dell’attività è quello di introdurre ed appassionare i ragazzi al mondo dell’informatica in modo semplice, divertente e costruttivo. TEENformatiCAMP non è un semplice corso su come utilizzare il computer e i vari programmi (Word, Excel, Power Point, …). Il nostro obiettivo è piuttosto quello di andare in dettaglio su come funzionano i computer ed incominciare a capire come ragiona e lavora un informatico. Infatti, le attività proposte hanno lo scopo di fornire ai ragazzi un’introduzione ai vari ambiti dell’informatica.
